Hmmm. The BBC report on this says "In the latest quarter, the largest contribution came from the food and drink sector, which was up by 5.9%" and that tells me that Swinney's statement "many counties have developed a taste for Scottish goods" is perhaps not unreasonable.

He was punning on the word "taste" , but he meant it metaphorically not literally.
